Joint Commissioners Appointed as Nodal Officers for Identification

Bengaluru: Joint Commissioners of all eight zones under the Bruhat Bengaluru Mahanagara Palike (BBMP) have been designated as Nodal Officers to conduct a survey identifying out-of-school children, announced Special Commissioner for Education, Preeti Gehlot.

Article 21A of the Indian Constitution mandates free and compulsory education for children aged 6 to 14 years. Under the Karnataka Right of Children to Free and Compulsory Education Rules, 2012, local bodies are responsible for maintaining a register of out-of-school children and ensuring their enrollment in elementary education.

The survey aims to determine the number of out-of-school children within the BBMP limits, in compliance with the directives of the Hon'ble High Court, which is currently hearing cases on the issue. The Centre for e-Governance Department will conduct the survey using the 'Karnataka H2H Children Survey App' available on the Karnataka Government App Store.

As per the High Court’s direction, Zonal Nodal Officers will oversee the survey for the academic year 2024-25. The survey will commence on February 24, 2025, and enumerators will conduct a door-to-door survey across all eight BBMP zones. Each ward will have around ten enumerators visiting households.

Residents are requested to cooperate with the survey to ensure accurate data collection and facilitate the enrollment of out-of-school children into the education system.
