“It’s our way of repaying the people’s trust,” says Karnataka DCM as he announces the 7th guarantee – digitisation of urban khatas
Vijayanagara: Karnataka Deputy Chief Minister D.K. Shivakumar on Monday declared the launch of the Bhu Guarantee Scheme as the sixth official guarantee of the Congress government, calling it a historic initiative aimed at repaying the debt of gratitude to the people of Karnataka who brought the party to power.
Speaking at the ‘Samarpana Convention’ organised to commemorate two years of Congress rule in the state, Shivakumar said, “We are not here to celebrate power, but to express our gratitude and rededicate ourselves to the service of the people.”
“As per the AICC President’s instructions, the Congress government will not stop the guarantee schemes as long as we are in power,” he asserted.
Shivakumar reminded the public that the Congress came to power with 136 MLAs under the leadership of Mallikarjun Kharge and Rahul Gandhi, and has successfully delivered on the five major guarantees promised in the party’s manifesto. The Bhu Guarantee Scheme, he said, is now being added as the sixth.
Khatas for All, Digitisation Next
Under the Bhu Guarantee scheme, the government is issuing land khatas to people who have been waiting for them for decades — some for more than 50 years.
“Our government has made it possible for thousands of citizens to receive khatas, thanks to the tireless work of Revenue Minister Krishna Byre Gowda and his team,” Shivakumar noted.
In a major announcement, he also revealed the seventh guarantee: a plan to digitise all urban khatas across Karnataka, aiming to enhance transparency and ease of access.
On Corruption, Development, and Opposition Criticism
Claiming that the Congress government has put a brake on corruption, Shivakumar said Karnataka has witnessed immense industrial growth in the last two years.
“Industries have shown readiness to invest over ₹10 lakh crore in Karnataka,” he said, citing infrastructure schemes like Kalyana Patha for rural road development and lift irrigation initiatives for optimal use of Karnataka’s share of 24 TMC of water.
He highlighted that the Congress government had committed ₹5,000 crore to the Kalyana Karnataka region and credited Indira Gandhi for establishing a steel plant in the area and Sonia Gandhi for the RTPS power station.
“Opposition Can’t Digest Our Success”
Responding to criticism from opposition parties, Shivakumar said:
“Criticism dies, but good work lives on. Our programs stand as proof. The Opposition is rattled because they can’t digest our performance. We follow the philosophy of Basavanna and are delivering on our promises.”
He reiterated the party’s commitment to serve every section of society and urged people to judge the Congress government based on its actions, not accusations.
