Patna: In a significant pre-election announcement, Chief Minister Nitish Kumar on Tuesday declared that 35% reservation will be provided for women candidates in all categories of government jobs across Bihar. The decision, taken in a cabinet meeting chaired by the CM, applies only to permanent residents of the state and is being hailed as a major push for women's empowerment and inclusive governance.

"This is a historic step towards greater participation of women in governance and administration," said Nitish Kumar in a social media post following the cabinet meeting.

The reservation will be extended to all categories and stages of direct recruitment in state government services, including Group A, B, C, and D posts. The CM emphasised that this move reflects the state’s commitment to gender justice and balanced representation.


Women’s Empowerment at the Forefront

The announcement comes just days before the Bihar Assembly Elections and is expected to significantly impact the political landscape. With women forming nearly 48% of the state's population, and increasingly active in both education and the workforce, the policy is seen as a strategic yet progressive intervention.

"This reservation will help more women join the mainstream workforce and assume leadership roles in governance,” said a senior official from the General Administration Department.

Bihar Youth Commission: Another Key Decision

Alongside the women's reservation announcement, the Bihar Cabinet also approved the formation of a Bihar Youth Commission aimed at addressing employment, training, and social challenges faced by the state's young population.


Key Features of the Commission:

  • Chairman, two Vice-Chairmen, and seven members, all under the age of 45

  • Will focus on creating employment opportunities, skill development programs, and leadership training

  • Will formulate strategies to combat alcoholism, drug addiction, and other pressing youth-related issues

  • Aims to make Bihar’s youth self-reliant, employable, and socially aware

“This is a long-term investment in Bihar’s future,” Nitish Kumar said, calling the Youth Commission a platform for capacity-building and empowerment.

Political Implications

The twin announcements are expected to strike a chord with women and youth voters, two key demographics in the upcoming assembly elections. While the reservation move addresses gender disparity, the Youth Commission seeks to provide structure to the state’s employment and social welfare roadmap.


Political analysts suggest that the announcements may reshape voter sentiment and consolidate Nitish Kumar’s position as a champion of inclusive development.
