Justice H.N. Nagamohandas-Led Commission Orders Special Camps for Scheduled Castes in Bengaluru Amid Weather Delays; Survey Extended to Sunday, June 1
Bengaluru: In a landmark move to ensure inclusive data collection, the Justice H.N. Naga Mohandas Single-Member Commission of Inquiry has announced a comprehensive special camp drive to accelerate the Scheduled Castes Comprehensive Survey 2025 under the BBMP limits. The move comes after several community organisations raised concerns over the disruption of the ongoing survey due to inclement weather.
In response, Suralkar Vikas Kishor, the Secretary overseeing the operations, confirmed that the survey timeline has been officially extended and that special camps will now be held for three consecutive days—May 30, May 31, and June 1 (Sunday, a public holiday).
“We are committed to ensuring that no individual is left out due to weather or logistical issues. These special camps are designed to ensure maximum participation from the Scheduled Caste community,” said Suralkar Vikas Kishor.
Key Highlights of the BBMP SC Survey Special Camps:

8,972 polling stations across BBMP limits will serve as survey blocks during the special drive.

Schools, colleges, and government buildings in Scheduled Caste-dominated areas will be prioritized for camp locations.

Booth Level Officers (BLOs) and BBMP Link Workers will be deployed to assist enumerators and coordinate operations.

BBMP’s vehicle fleet will be mobilized to conduct awareness campaigns and maximize outreach.

Given the reopening of educational institutions, verandas and rain-sheltered areas will be used for setting up camp units.

Arrangements for banners, seating, tables, and clean drinking water will be handled locally by ward-level officials.
“This isn’t just a survey—it’s a major exercise in social justice, data accuracy, and inclusion,” a BBMP source emphasised, adding that meticulous planning has gone into ensuring every segment of the SC community is reached.

The Scheduled Castes Comprehensive Survey 2025 is one of the most ambitious exercises undertaken by the BBMP to gather demographic, socio-economic, and cultural data on marginalised communities within city limits.
