Virtual meet outlines tech-backed strategy, training & coordination teams to fast-track Scheduled Caste enumeration across 28 city constituencies

Bengaluru: In a major directive aimed at social equity and welfare planning, BBMP Chief Commissioner Maheshwar Rao has instructed officials to complete the comprehensive survey of Scheduled Castes within BBMP limits at the earliest. The initiative, which began on May 5, 2025, is seen as a crucial step towards understanding the socio-economic conditions of SC communities in Bengaluru.


Speaking at a virtual meeting held today with key civic officials, Rao emphasized the need for zone-wise acceleration of the survey. Booth Level Officers (BLOs) from all 28 assembly constituencies have been deployed as enumerators, with senior zonal officials tasked with direct supervision.

“Timely and accurate data is critical for targeted welfare schemes. Zonal officers must ensure real-time monitoring and faster enumeration,” said Rao.


Key Instructions and Measures:

  • Dedicated Server Setup: A separate server system will be deployed for BBMP’s 8 zones covering 28 constituencies to enhance data processing speed.

  • Formation of Coordination Team: A coordination unit will be formed to resolve any tech or administrative issues arising during the survey, in collaboration with e-Governance and BBMP.

  • Additional Enumerator Training: Enumerators will receive enhanced training to conduct surveys effectively using mobile-based software.

  • Essential Documents Required During House Visits:

    • Caste Certificate (for Scheduled Caste/Sub-caste)

    • Educational Qualification Records

    • Annual Income Certificate

    • Employment Status

    • Aadhaar/Ration Card (for registration and verification)


Citizens will be required to furnish complete family details, along with information related to education, income, employment, housing, and access to government schemes. The data will serve as the foundation for designing inclusive policies, infrastructure upgrades, and welfare programs specific to SC communities.


Suralkar Vikas Kishore, Special Commissioner (Welfare), Zonal Commissioners, Joint Commissioners, and other officials attended the meeting.


The BBMP has also attached a constituency-wise progress report of the ongoing survey for public transparency and review.
