New Delhi: India has stepped up its diplomatic outreach following the brutal Pahalgam terror attack by dispatching a high-level all-party delegation under Congress MP Shashi Tharoor, now headed to Russia as part of Operation Sindoor, sources confirmed on Friday.


The move comes just days after the delegation’s multi-nation tour, which included a significant visit to the United States. According to sources, this second round of strategic international engagement will cover countries like Russia, Britain, and Greece — key players in shaping the global counter-terrorism narrative.

"India’s voice must resonate with its allies, and especially in the corridors of those nations where diplomatic balance is shifting," a source close to the operation remarked.

Backdrop: US-Pakistan Engagement Fuels Diplomatic Push

The timing of Tharoor’s Moscow visit is crucial. It follows recent diplomatic overtures between Pakistan and the United States, including a two-hour meeting between Pakistan Army Chief Field Marshal Asim Munir and former US President Donald Trump at the White House — a meeting that has reportedly raised concerns in New Delhi.


India’s response? A renewed and assertive diplomatic presence, signalling to the world that it will not allow its narrative on terrorism to be diluted.

Tharoor’s Mission: Diplomacy with Purpose

Tharoor, who chairs the Parliamentary Standing Committee on External Affairs, embarked on a two-week mission to Moscow on Friday. Sources revealed that the MP will also engage with Indian embassies and diplomatic allies in various countries during the tour.

“The idea is to consolidate India’s moral and strategic leadership on global terror, especially after the Pahalgam attack,” a senior official said.

A Mandate from the Prime Minister

Before his departure, Prime Minister Narendra Modi held two meetings with the Tharoor-led team — one with the entire all-party delegation and a separate one-on-one with Shashi Tharoor at 7, Lok Kalyan Marg.

“Such efforts should be institutionalized in the future,” the Prime Minister is believed to have told Tharoor during their hour-long discussion, signaling a long-term role for bipartisan diplomacy in India's foreign policy matrix.

Earlier Visit to the US: High-Level Talks

In the previous leg of the diplomatic tour, the delegation met:

  • US Vice President J.D. Vance

  • Deputy Secretary of State Christopher Landau

During the meeting, the Indian delegation firmly reiterated the country’s zero-tolerance approach to terrorism and clearly outlined its stance on cross-border threats emanating from Pakistan.

Operation Sindoor: A Diplomatic Counteroffensive

Launched in the wake of the April 22 Pahalgam terror attack, Operation Sindoor represents India's strategic and diplomatic retaliation, not through war, but by mobilising international consensus and building alliances to isolate terrorism diplomatically.


While it remains unclear whether Tharoor has fully briefed Congress leadership on his latest diplomatic role, sources suggest that the mission has full backing from the Centre.
